The competition proposes the revitalization of an area in the northwest center of the city of Buenos Aires. The particularity of the area consists of a low building occupation, differentiating itself from the surrounding areas. The intervention includes the recycling of an old industrial building with metal roofs. In addition, the incorporation of new programs such as a library, a cultural center and the design of public spaces such as streets and squares in an area of approximately six hectares. This project combines the intervention of public and private works, establishing a specific coding in each block of the new complex.
The project proposes the consolidation of this urban area by reinforcing the idea of determining its boundaries. This is achieved by increasing the building density permitted for the lots facing the area.
The centre of the intervention is a longitudinal public space that links the recycled warehouse building and the new building proposed as a cultural centre at the other end.
This linear space is suitable for leisure, recreation, and informal artistic and commercial activities such as street markets. From this central plaza, pedestrian paths and streets emerge, which are re-equipped with vegetation, flooring, and installations. The treatment of the entire area allows it to be characterized and understood as a unit.
